If I remember correctly, that image was made using photoshop reusing a character and adding/removing bits.
It was done by @Leebz as far as I know, could be mistaken of course.

ah okay thanks, by looking at the face i'd say this character was originally Minato, and then had the yellow hair edited into gray hair and so on and so on
