As for this topic, I'm confused as to how it will work.
I skimmed through the FaQ but to no avail.

When will you be classified as a rogue ninja?
Do you have to commit a crime then leave your village or will just waltzing out your village never to return give you that title?
If the latter, how will you separate those who have left to become rogue from those who just want to explore or is it considered the same thing?

To become a rogue you'd have to commit a crime.
As for leaving the village if you just leave it randomly you'll be a missing-nin, but not a rogue until you've commited a crime.

You could however get permission from your kage to leave the village, and everything would be fine.

There are some RP ascpects to the game. This it's a mmoRPg. This is not wow were your playing a guided story through NPC interaction.
The dinamic of SOL and the story of how thing happen will be written by the players. It's a open world. So the kage word is all you'll need

That's why we have annual Kage examinations; to prevent idiots from obtaining the highest rank in a village. It's a neat exam where only the wisest and most likable users break-through and contest for the position.
This is to guarantee that your Kage won't be doing foolish things like the ones you listed.

As for mechanics, we're not certain how they'll work yet. More info to come later on I guess.

Kage deals with politics, and other village matters.

I don't think such information has been disclosed.. or even thought about yet. There have however been several assumptions and ideas of what Kage will do, similarly to Naruto, such as:
Assign missions.
Deal with treaties and village management (with the help of advisers).
Manage alliances between villages.
etc..

I had an idea on this actually. It was a solution to another problem, but when the game has thousands of players, the Kage will have a pretty large job collecting information on them.

Name: Shinobi Identification

Type: Sensory

Descrption:
A jutsu that allows the caster to identify certain information about a person.  The distance the caster has to be to discover this information will increase with use.

Requirements:
This jutsu requires the caster to hold a scroll (Preferably empty, used scrolls will be overwritten). Once completed, the information will appear on the scroll that the caster is holding.

This jutsu also requires the user to watch/touch the target for a certain period of time, leaving them vulnerable to attacks and unable to cast other jutsu.

Effects:
The information obtained would start off at 1 and with practice, skill, lots of time and chakra, the information would go up to 14.

This jutsu also requires the user to watch the target as they cast AND use/set up the jutsu, leaving them vulnerable to attacks and unable to cast jutsu.

In the case of Genjutsu, the user will be affected as normal, but the information will not print until after they are released from the Genjutsu.

Effects:
The information obtained would start off at 1 and with practice, skill, lots of time and chakra, the information would go up to 5.

Basically. This information can be gathered by sensory type ninja. It is up to the Kage and ANBU to stockpile as much of this information as they can using any means necessary.

As Academy Students are promoted to Genin. There should probably be an NPC that performs "Shinobi Identification: Level 9" on every new Genin. This will give Kage an approximate value of each Shinobi that passes through their ranks while also keeping Kill Count. This would have to be manually updated and would be the responsibility of the Kage and the ANBU.
