I don't see Itachi as a Villain, he is more of a victim to chose between dis-ownership or living life with guilt and regret, disowned from the village for defiance or kill his entire family tree. But other than that I would choose Konan, but even then I don't really see her as a Villain but I cbf posting my excuse why.

wait wait wait. Itachi isnt really a bad guy though!Yeah, and don't forget that for the most part of the show, he had his hands sealed. Who knows how powerful we would be if he'd get them. Kishi just trolled him hard in that Sasuke vs Itachi fight, I mean come on Oro shows his best jutsu and just gets one shoted by Itachi? Besides that he's better than most of the Akatsuki ( Hidan, Kakuzu, Sasori, Deidara, Kisame, Konan, Zetsu I think he'd be able to take all of the mentioned ones ONE on ONE). And yeah, all the times he kept coming back, it seems like he's more immortal than Hidan.
Orochimaru is definitely the best villain from the series. Every time you thought he was gone he kept coming back! I dunno about whats to come, but considering Kabuto is using Orochimaru's powers i seriously would not be surprised if he comes back again. immortal and a real VILLAIN!

I am going to have to say my favorite Villain is Kakuzu, he may not be the best villain out there but his abilities are what make him my favorite.xD we would've never guessed!

SPOILER: Pssh. If it hadnt been for Kishi giving Naruto that ridiculous ability to sense "hate" or something, Zetsu would've won that war by himself. He created an entire army, seamlessly copied thousands of ninjas looks and chakra, infiltrated their camps and had everyone killing each other.... single handedly. There seriously should have been no way out of that.
You cant even touch him. he can meld into the ground and escape. He had the cells of Hashirama in him, so he's not easy to kill. He's got that spore technique that even trapped all the Kages.. Quickest fight ever. Zetsu hits you with the spore (and you dont even know it). Touches you and clones an exact copy of you, then lets the clone kill you while he waits. Then he eats you.
No, Zetsu definitely deserves to be higher up on the list. Dude is dangerous.
My favorite is tayuya^^good one. I forgot about her. I used to like her too :)
I think it was said that the clone is considerably weaker than the real person and is mainly used for reconnaissance but yeah, I agree.That would make sense. But even still. If you're bound and cant move it doesnt matter how weak they are, they can kill you.

He played a villain, but he never truly was one. He was leaking information while in the akatsuki. However I can agree that when Itachi was playing the villain he was a baller
Well, being a villain or not all depends on perspective. Even Rock Lee is a villain to somebody.
