I think there should be in game police or FBI in case of scammers cause there will be trolls regardless. What I think how the police should is patrol an area where they think a lot of crime happens or scammers.
Example I could scam Mars, Mars tells the police and they start searching for me. They could arrest me and I may get charged with losing my house may do community work or something. Or if I do something serious I may go prison for three days
Tell me your ideas about this?

Being more serious now, I don't think the game would be so advanced that they have a higher form of investigators above the police and Def no court cases, crimes are judged by Village elders

ANBU and police force is aleardy on list .As i read on the forum,they will protect the village and resolve crimes.The scams are on Game Masters side and have nothing to do with police force.

But scams tho, I would call it blackmail instead of scamming cause really how would we know about it, if we are rp as shinobi, and why would be scamming people even if we did

Scamming is not part of the game though.... it's someone being a cunt so staff or whatever should take care of it.

This leaves the possibility of scamming. Charging exuberant prices, incapacitating/drugging/using Genjutsu and then running away from a half-finished deal all comes under that. There's also the possibility of selling something to someone and then having it stolen almost immediatly; the possibility of selling something fake/illegitimate.
As long as trade exists, scamming will exist. The only question is to what exactly determines 'fair' and 'unfair' and how scams will be dealt with.
