I think it is role play skill, or else the story would be full of retards running around dying

I put mine down on role-playing skill not in game but I agree random people putting 18-20 and they aren't even Kage is dumb as fuck. Especially with no justification as why they would be that level. Think it needs to be monitored and have rules in place to stop it from happening.
