The Second Quarter
Mitsuru Aiko sat on the edge of the roof, peering into the alley below him.
Walking through it were two shinobi. One a young woman, the other a tall,
thin man. Their identities did not interest him- it was the green scarves
on their arms that he noted.

Halfway through the alley, the pair were abruptly suprised by
Mitsuru dropping down in front of them.
"Bit late to be out walking here, isn't it?"
The girl stumbled back. "Who the hell are you?"
He grinned, but it was not a nice grin.
"Doesn't matter. What matters is that you need to leave."
The larger man spoke.
"There's no need for violence- We're just passing through. We have business-"
"Then it can wait until morning." The girl spoke again. "What's it matter to you anyway?
This is neutral territory!" Mitsuru smirked. "Not anymore. We'll be moving in soon.
Now either leave, or-" Here he fingered the kunai hilt sticking out of his hip pocket-
"Suffer my wrath." The larger man spoke again.
"We don't have time for this. We need to move, Miku."
She pulled out a knife and snarled, "We don't have to take this from him. It's two on one."
The man sighed, and took in hand the large axe strapped to his back.
Mitsuru changed his stance, getting better footing.
The girl began edging forward. For a moment, there was silence.
A small stone dropped from the rooftops above.
The larger man rushed forward, swinging his axe downwards.
Mitsuru rolled to the side and whipped out his kunai,
blocking the girl's knife as she tried to stab him. She had moved fast,
on him in the time he had spent dodging. *Quick girl.* he thought.
He jumped back, then flipped sideways, setting his feet on the alley wall.
He ran upwards as the larger man narrowly missed his head with the axe,
cracking the concrete wall. He jumped down and landed on the man's shoulders,
stabbing him in the shoulder with the kunai. The man grunted and quickly jumped,
arcing backwards and ending with him landing squarely on Mitsuru.
He then rolled on top of him and pinned him down,
then began punching Mitsuru in the head. His nose broken,
Mitsuru managed to reach up and yank the kunai out of the man's shoulder.
The other man yelled, and attempted to grab Mitsuru's wrist, narrowly missing.
Mitsuru then was about to try slashing his throat,
but his hand was abruptly struck by the girl's knife. Pinned down by both, panicking,
he arched upwards with all his might, breaking out of the girl's grip
and bashing the man's nose in with his forehead. The larger man rolled off of him,
and Mitsuru's legs whipped upwards, striking the girl in the stomach and knocking her back.
He flipped onto his feet, then began forming hand signs. *Lightning Ball!*
His hand began emitting electricity weakly,
and he rushed forward at the man and gripped his head.
The man began thrashing as his body absorbed the electric current.
The girl jumped onto Mitsuru and attempted to stab his head,
but only scored a light cut on the side of it.  He let go of the man and grabbed her wrist.
She spasmed and fell off as he thrashed, dislodging her bodily hold on him.
He then grabbed one of her legs, pulling it up,
and with a mighty kick- *CRACK* -it broke at the knee under his foot.
She screamed in pain as he dropped it.
He reached to pick up his kunai from the ground, when suddenly-
A knee came out of frigging nowhere and obliterated his nose.
Falling back, Mitsuru saw Kuria Yuishi, the Kage of Okagakure,
staring down at him with an impassive expression on his face.
The boy looked on as Mitsuru yelled in rage,
disregarding the fact that the *KAGE* of all people had just appeared to disrupt their fight. He quickly attempted to get up, only to have Kuria whip his foot sideways at his head,
dislocating his jaw with an incredibly quick blow. Overcome by pure pain,
he fell back, staring at Kuria with hatred in his eyes.
The girl and the other man were now on their feet,
and staring in amazement at the Hidden Hill Kage.
Kuria looked at them silently, then when Mitsuru began moaning, spoke. "Shut up."
Mitsuru did, shocked. Kuria looked at the pair and began speaking again.
"What are you doing here?" The pair looked at each other,
then the girl began talking, "We were just-" The larger man cut her off.
"We have business in the west part of the village."
Kuria looked down at Mitsuru. "You should have waited until morning."
The larger man sighed.  "It's urgent. A friend is sick and needs our help."
Kuria then turned his attention to Mitsuru.
"And what the hell is he doing here? This isn't Akai Kumo territory."
The girl explained, "He said they were moving in on this place."
Kuria looked at Mitsuru, and he was suddenly aware of a very cold sensation in his stomach.
"This doesn't belong to your people. I only remember... giving you the first quarter."
Kuria smiled, and Mitsuru was afraid. "Seems Yori is getting a swollen head.
Perhaps it's time to remind him of his duties as a citizen in my village,
and what he owes me for not getting rid of him."
Kuria seemed to see what Mitsuru was thinking.
"Oh, don't worry. I'm not going to kill you."
Suddenly, two black-clad men dropped from the rooftops above.
Kuria gestured to the beaten shinobi lying before him.
"Take this man and the girl to a hospital." "As you wish, Kage."
They murmured. He looked at the larger man. "You may continue on your way..."
The man smiled gratefully. "It's Yoichi."

Next part will be coming soon.
Just to clarify:
In this story, the entirety village is split into four quarters, numbered 1 to 4.

Okagakure, 5:00
Early morning in the Hidden Hill was quiet,
undisturbed by any noise except for Yoichi's footsteps
as he made his way to his destination in the First Quarter.
Tall and thin, he was a young man, with black hair that barely touched his shoulders.
His brown eyes watched the blackness of the night,
watched for Spiders. It would not do to have another encounter,
especially with his wounds from the recent skirmish.
He was still amazed at his luck. To have the Kage himself back you up... He chuckled silently.
He wondered how Kuria had known what was happening.
Had he simply stumbled upon it, or had he... No.
He couldn't have known that was going to happen.
But if not, then what had he been doing out tonight?
Strange questions, ones he didn't have the answer to.
Did it really matter? It had worked in his favor.
A shame about Miku's leg, but that would heal in time.
Besides, now he could complete his task... Helping a sick friend.
He looked up, suprised. He had reached his destination,
and in less time than he thought it would take.
In front of him loomed a house, black against the night. There was no light inside.
He walked up to the door, and knocked. To his suprise, the door was ajar.
He immediately sensed danger. Leaning inside, he loosened the axe strapped to his back.
He debated wether to call out,
but decided against it on the off chance the apparent intruder was still in there.
Better to take him in now than let him get away.
He held his breath and slipped inside the house.

Early morning in the Hidden Hill was quiet, undisturbed by any noise at all.
Then, for just a moment, a quiet cry could be heard.

But only for a moment.

Okagakure, some time after Kuria's rise to Kage:
When the Old Kage had died,
 the village had lacked a leader for a short time before a new one was elected-
A mere boy, 12 years old. In the wake of the Old Kage's death,
many people believed that the youth lacked the strength necessary to lead the village,
and feared that other villages would soon attack the disorganized Okagakure.
A group of citizens decided that the village might have to protect itself if they were attacked
while the Hill shinobi were divided and weak. All of them being ninja academy rejects,
they began applying what little they knew to teach crude ninjutsu to those who would learn.
These new arrivals, either those who had never entered the academy,
or who had lacked the talent necessary and been passed over at a young age,
were therefore weak when compared to ordinary shinobi.
However, their growing numbers were starting to make them a competent force.
This group called themselves the Akai Kumo, and led by a man named Aiko Yori,
they called for the incompetent youth to step down and
let another shinobi better suited to the job take charge.
Eventually, some of these vigilantes began noticing that the "incompetent"
Kage was stronger and wiser than he appeared.
These individuals were cast out of the group,
whereupon they formed  their own small organization.
This splinter group, headed by a woman named Masumi,
began training others who took their side and stood up for the new Kage,
calling themselves the Gurīnhaundo. The animosity between the two groups grew,
until the feuding spread all over the village and exploded in a gigantic, widespread battle,
various clashes taking place between the detractors and supporters of the young Kage.
The aforementioned Kage immediately saw he had to take action,
before the conflict weakened the village. Kuria gathered his own shinobi, 
clad in the black of the Okagakure Anbu, and headed out into the fray,
culimating in the defeat and capture of the two leaders.
A trial was held, as the village tried to decide what to do with the two.
Some called for exile, others demanded that their rogue teachings be outlawed.
All were utterly suprised, but none more so than the two on trial
when Kuria announced that they would be allowed to stay,
and that their groups would remain intact,
on the condition that they each move to a separate end quarter of the city.
Kuria had realized their potential; Not only could they serve as a sort of reserve army
in the event that the village walls were breached,
but with them given separate quarters of the Hill,
they could police those areas themselves,
leaving him free to concentrate his own shinobi on keeping peace in the middle.
However, although they had made a grudging truce with each other,
the animosity remained between the two groups,
and the two sides guarded their territories jealously during the night.
It was not safe for a Spider to step onto the Gurīnhaundo's turf during that time,
and vice versa.

Okagakure, 6:30
The night had been entertaining, but had also brought up a troubling issue.
As was his nightly habit, he had been out wandering around the city with two Anbu in tow,
enjoying the cool air rushing against his skin.
Then he had heard the sounds of a fight, and sighed inwardly.
*Another skirmish between idiots*, he thought.
Once, the Akai Kumo and the Gurīnhaundo had actually
had a specific goal in mind- protecting the village.
But since the city-wide clash and him relocating them to the First and Fourth Quarters,
they appeared to have devolved into mere gangs for lack of direction.
All they seemed to care about was protecting their territories at night.
And now this. After he had settled the fight and hospitalized the attacking Akai Kumo,
he was informed that apparently they were attempting to move further into the village.
Were they not content with what he had given them?

Perhaps it was time to pay Yori a visit.
He leapt over the rooftops of the Hill, streaking through the night air,
light from the setting moon painting his skin pale white.
Yori resided in the First Quarter, at the very western end of Okagakure,
smack-dab in the middle of his group's territory.
He had taken to residing in the tallest building there, a four-story eyerie.
The man had developed something of a swollen head.
Instead of viewing what he had been gifted as a responsibility, as he should,
he instead thought of himself as being some sort of...mini-Kage.
And to think he was the one who had originally trained others to protect the Hill.
Kuria had reached the eyerie, and stood on a rooftop across from it,
pondering how he should go about this visit,
when an arm reached over his shoulder and he felt a kunai pressed against his throat.
A deep, gravelly voice ordered "Put your hands behind your back. You're coming with me."

Okagakure, 7:00
Yori was sleeping in his bed,
huddled up under the sheets in the former nesting area of the eyerie.
He did not care what others thought of him for dwelling up here.
The view of the village was magnificient.
Besides, he was the leader of the Akai Kumo,
given the First Quarter by the Kage himself, and if anybody
had an issue with that they could go and-
*SMASH*
Yori jolted awake, looking around wildly,
then stared at the high ceiling of the eyerie, trying to gather his thoughts.
He could swear he had just heard a faint explosion-like sound,
as of concrete being crushed by a sledgehammer.
The man closed his eyes and listened. He couldn't hear anything at all. Calming his nerves,
he slipped out of bed, putting on a nearby nightrobe over his bedclothes.
He was middle-aged, with pale skin, shoulder length brown hair, and blue eyes.
Perhaps it was just a dream. He walked over to the fridge across the room
and opened it, selected a plate of leftover steak, and took it out.
He turned around and immediately dropped it, breaking the dish. His face blanched.
In front of him stood a boy of 12, with short-cut navy blue hair and large gray eyes.
His arms were crossed and he bore an impassive expression on his face.
Though he was a full foot shorter than Yori,
that counted for nothing when you considered the fact
that this boy had gained the position of Kage, and displayed a frightening aptitude for it.
Kuria smiled. "Good evening, Yori."
Yori swallowed and licked his lips. "Kage."
"We need to talk." Kuria stated. Yori's thoughts raced. *About what?* He nodded his head quickly. "Of course, Kage.
Allow me to get dressed-" "No." Kuria cut him off flatly. "We talk now."
Yori would have been indignant at any other time,
but chose to go along in this particular situation.
"What is it?" he asked. Kuria walked over to the table and chairs near the door to the eyerie.
"Have a seat." He said. Yori obliged.
Now sitting across from him, Kuria leaned forward ever so slightly.
"I happened upon a skirmish in the Second Quarter last night between one of your people and two of the Gurīnhaundo."
"So?" Yori asked incredulously. This was what the Kage had broken into his bedroom for?
"They shouldn't have been walking around in our territory at night-"
"The Second Quarter, Yori." Kuria interrupted.
Yori froze, shocked. "The...the Second Quarter?"
"Yes. Albeit only slightly, but still.
I only remember giving you this end of the village to watch over."
"It...it must have been a mistake. If it was only a small ways outside of the Quarter-"
"Yes, I thought that too.
Then I heard apparently your man mentioned that they were moving in."
"And who told you this?" Kuria was silent for a moment, then spoke.
"The two Gurīnhaundo who were attacked."
Yori's face was incredulous, but inwardly he breathed a sigh of relief.
"And you believed them? They must have been lying to you."
Kuria's face was impassive again. "Perhaps, but they seemed truthful to me."
The adult protested, "Will you really take their word without evidence?"
Kuria pondered for a moment, then decided. "No, I suppose I can't."
He stood up to leave, but looked at Yori. His eyes were cold.
"In the future, try to keep your men in check. Do not forget who gave you what you have."
He walked over to the eyerie window, crouched on the sill,
then twisted around to look at Yori,  an apologetic smile on his face.
"Oh, sorry about your agent down there. You may want to take care of it." With that, he leaped out into the night.
Yori walked to the window and saw what the Kage had meant.
Below him, the rooftop across from the building he was in
bore a spiderweb of gigantic cracks from the force of a tremendous impact.
In the center of it lay one of his men.  Several other Akai Kumo had began to make their way up to the roof to investigate the sound themselves.

Okagakure, 7:30
Kuria flew through the sky,
the fingers of dawn creeping over the horizon with the night's end.
With pink light beginning to infuse the sky and hide the stars,
he pondered what he had learned.
Yori knew absolutely nothing about what had happened, it seemed.
But if that was the case, why had the Akai Kumo spoken of it?
He did not believe that the two- Yoichi and the girl - had lied to him.
They'd seemed grateful to be rescued. But if the Akai Kumo were moving in,
and hadn't told Yori about it... It seemed possible.
The Spiders may have chafed under Yori's leadership once they had become a mere territorial gang.
But he had no evidence to support that theory. Jumping from rooftop to rooftop,
with the air rushing past his face, he decided to wait and bide his time.
He would watch for what came next.
----------------------------------
Okagakure, 8:00
In the dim light of the early morning,
a figure slipped out of the window of a house in the First Quarter.
Dropping into the alley below, he tucked something away in his vest,
then moved away, vanishing into the neighborhood.

 @Diamond Lee I could do that... But for some reason,
I just feel that Mars is more well known than "Kuria Yuishi".
Although admittedly, Mars is not a twelve-year old boy.
If Mars put his history on his character's page, I could integrate it into the story as well.
...I may get around to it later.

Okagakure, 8:00
Kuria Yuishi streaked through the sky above Okagakure.
He didn't have enough evidence to support his theory
about the Akai Kumo's support in their leader,
but he would look into it eventually.

He landed at last near the Kage building.
Tall and imposing, it stared down upon him,
a symbol of the leadership in the village of the Hill.
He remembered the day he had come to this place,
upon his appointment to Kage.
The crowds of people who had stared, either in silence,
not knowing wether their safety was ensured or not,
and the criers who shouted that the Hill was doomed
under his leadership.
He had born the strain of his people's lack of faith on his shoulders
for one month before the Akai Kumo announced themselves.
At first, he had thought of them as merely another burden.
He had been irritated by it. Now his own people rose against him!
And so when three criminals had begun terrorizing the village,
sure that they had nothing to fear from the child Kage,
he had endeavoured to show them his capabilities.

Okagakure, Western side.
Some time after Kuria Yuishi's appointment to kage:

Hayate walked into the village plaza,
loosening his sword in it's sheath.
The area was filled with a large crowd of people,
all shopping at vendors, eating at tables,
or sitting together, chatting the day away.
*Perfect*
The plan would take effect soon.
Kotone should be up on the roofs, scouting the area for
any village shinobi, especially anbu.
They could handle a small group if necessary,
but anything larger could be a problem.
Kyou would meanwhile be somewhere in the crowd,
waiting for Kotone's signal.
Hayate was five feet tall,
with brown hair tied with a bandana.
He wore shinobi armor, tinted gray and plated.
His katana was kept at his belt,
resting in it's scabbard.
He walked around, mingling with the crowd.
His wearing armor was not percieved as uncommon-
to their eyes, he was just another shinobi awaiting
his next mission. Looking through the throngs of people,
he saw Kyou, sitting at a table.
Bearing a dark complexion,
Kyou had short brown hair with red tips,
dark eyes, and wore his armor as well.
He made eye contact with Hayate and nodded in greeting.
Looking up, he saw Kotone waving from the rooftops-
It was the small, dark-haired woman's signal to begin.


They had made their plan with one aim in mind:
To get as much money as possible, and then clear out.
Hopefully, the anbu wouldn't reach the area until it was too late.
And by then, they would be out of the village and headed for the Hidden Volcano.
Kyou had some family in Kazangakure who he said could find them a place,
few questions asked. Which fit their needs exactly.

The three of them were Okagakure shinobi,
rank chunin. All of them hated their positions.
All they would ever do was go on boring contract missions.
There was no glory in it, and not that much money.
Hayate would have liked to move upwards,
but with the new kage in place,
it seemed there would never be any chance of it.

The three of them had been best friends since childhood.
Hayate had been raised by a pair of soldiers who had instilled in him
a sense of pride, and a hunger for glory.
But there was no fame to be had, not anymore-
Not since this new kage had been appointed.
There would never be anything for him here.
Kotone had come from a poor family, and had always been envious of those
who had more than she.
She wanted money and wealth- And she saw a way to get what she wanted,
if only by following her friends.
She wasn't sure about traveling to the Hidden Volcano,
with it's arid temperature, but anything seemed better than this.
Kyou had come from a family of merchants
who seemed devoted to nothing but coin,
but from a young age loved freedom.
He wanted nothing more than to do whatever he wanted,
to wander where he pleased,
to be out of the village and away from that life.
He had scorned his familial obligations
to head the family in search of a better existence.
To him, nothing was worse than boredom, stagnation.
He had come up with this plan to fulfill their respective goals.
And his reason?....Well, Kyou just wanted to see the world.

Kotone had given the signal.
She immediately tossed smoke bombs into the crowd and dropped down from the roof.
As people began to scream,
Kyou stood up and began weaving a genjutsu over all present,
subtly compelling them to go along with what Hayate was about to say.
"To all present! This is a robbery.
If you wish to live, please deposit your valuables in this scroll."
Kotone took the giant sealing scroll from her back,
and deposited it in the middle of the plaza, unrolling it.
People began to surge forward,
taking out purses and dropping them on the scroll. Hayate looked around.
They only had a few minutes before Anbu noted the disturbance and arrived.

Kuria was sitting at his desk in the Kage building,
pondering his current predicament, when a shinobi burst into his room.
"Lord Kage! There is a robbery in place, in the Western Plaza!"
Kuria immediately leaped out of his chair and asked,
"Have the village police been sent yet?"
The man nodded, a worried expression on his face.
"Five were sent, but there's been no sign of their success."
Kuria walked to his window and opened it.
He had stepped onto the windowsill
when the man asked "Kage? Where are you going?"
Kuria sat for a moment before speaking. "To prove myself."
He then leaped out of the window.
Manuster rushed to the window to see where
Kuria had rushed off to, but he was gone.

A massive amount of valuables were now being piled onto the scroll.
Hayate wiped his sword on a police officer's corpse and sheathed it.
They had attempted to interfere,
but he and Kotone had handled them neatly.
He turned to survey the wealth being amassed and grinned.
*This is more easy than I thought it would be.*
He stepped forward and picked up a purse, weighing it.

Suddenly, smoke filled the area. He whirled around, but failed
to see the bomb's point of origin.
As he turned around, he reached for the hilt of his katana,
but was shocked to find it had already been drawn.

Kuria whipped the blade against the back of the man's legs,
neatly hamstringing him. As the man opened his mouth to scream,
he grabbed his throat, silencing him.
Lowering him to the ground, he moved on.

Kotone couldn't see anything.
One moment she had been on the roof,
surveying the area and gloating over her newfound riches,
the next she was blinded by smoke.
She drew a pair of kunai and prepared to leap into the cloud
of smoke below, when she was suddenly and viciously kicked from behind.

The small woman flew forward as Kuria's foot made contact.
As she fell into the fog below, he leaped onto her
and landed with her under his knee.
He wrapped his legs around her chest
and squeezed her windpipe with his arm, suffocating her.
Once she had lost consiousness, he stood up and leaped forward.

Kyou broke the genjutsu and turned to run.
It had all gone to pot, his plan had failed.
Something had gone horribly wrong.
*Time to bail*, he thought.
As he ran forward, he saw a dark shape in front of him.
He jumped forward into a flying kick at the figure.

Kuria blocked the man's leg with his hands,
then grasped him and whirled him over his head,
smashing him into the ornately designed concrete.
He then grabbed the man's arms and broke them,
preventing further struggle.

As the smoke cleared, people were amazed to see
their new kage standing in their midst, surrounded
by the prone forms of the three criminals.
Kuria looked around, seeing the crowd before him.
He opened his mouth, and spoke.

A woman with a red cloth tied around her arm
watched from the back of the crowd,
and heard what Kuria Yuishi said.

"Those of you who have doubted me,
here is your proof of my strength.
You believed I could't protect you, but I can.
I will watch over this village,
and all the people who live in it with my life.
I am Kuria Yuishi, and I am the Okakage."

In the days afterwards, Masumi pondered what he had said,
and wondered if the Akai Kumo had been wrong about the boy.

Changed Mars to be referred to as Kuria Yuishi in the previous two parts.
