Lets try a Shinobi war

You're out of luck.
The shinobi wars ended years ago,
and they were bloody, brutal affairs.
Better to build and progress our civilizations for now...
Man against man, the bloody blades crashing against each other, shuriken whistling through the air.
Explosions emanating from various jutsu, leaving shinobi burnt to a crisp, torn apart, frozen solid, or buried waist-deep in the earth, all over the battlefield.
And always, the killing progresses endlessly. You cut down figure after figure thoughtlessly, letting subconscious rule your mind and direct your body with one thought burning through it all, spurring you onward: Survival.

Sometimes, you forget who's friend and foe, seeing only blurs of motion hurtling  towards you. Often, you see the face of a comrade among the dead, and wonder who killed them.

To say nothing of the smell such a chaos leaves in it's wake.
Eventually, you learn to forget how to smell or you go mad.

And in the end, it's up to you how you honor your allies sacrifice.
Give them a burial, a few whispered words, or take their gear and carry it to your next battle?

War can bring out the worst in us.
It finds that dark part of you and
pulls it, screaming and clawing into the light.

War is hell, and if you go boldly striding into that maelstrom, chances are you won't be what staggers out the other side.

SERIOUS REPLY: Honestly, it varies.
People seem to get on at random nowadays. You could try asking for people's SLO schedules.
I would suggest getting a bunch of peeps interested and then organising an event. Get them to ask their friends, and so on. Have a specific time in mind that everybody agrees on. And don't expect everybody to show up.
P.S By "war", do you mean a big, organized conflict with sides and strategies, or just a whole lotta people fighting?
P.P.S Sides & Strategies sounds like a good name for it to go under as an event.
