Spoiler: showThe Yūrei were once thought of as legendary warriors, myths brought forth from the battlefield, haunting the minds of the feeble and strong alike.
These warriors were fearsome shinobis who worked in the shadows, with no sign of their existence being shown, aside from the mysterious mangled corpses they supposedly left behind. These rumors about the shinobis with ghost-like masks spread around and raised some suspicion, leading to people trying to seek them out, but to no avail.
Often being depicted as ghosts, those who wore the name of Yūrei often dealt with critical problems on national scale before they were noticed by the eyes of the commoners.
The ghosts weren't heroes or villains - they were simply a group of like-minded and like-skilled individuals who did whatever they pleased… And they were great at doing that.
These ghosts often worked alone and thus rarely pulled any attention towards them, common shinobis didn't even know of their existence other than the ghost stories shared between squadrons around campfires. Lately, the amount of problems within the nations have greatly increased, supposedly because the ghosts' presence is slowly fading.
But there’s a new rumor being shared, a new story to tell around the crisping embers of the campfires:
“There's a new generation of ghosts coming… Stronger than the ones before… Fear the dark that was once your ally, for it may be your demise when you meet the Yūrei without eyes.”
Goal: No specific goal set, It's just a bunch of Shinobis banded together under the same name that can do whatever they want.
However if they get called they will come together and finish said task as a group.
Unique Feature: Every Yūrei member has their number tattooed on their body, and will wear their mask on missions.
Ranking: the members will be ranked from the numbers 1 to 10, strongest wearing the title of #1, weakest of the 10 wearing the title #10.
The 10 members can try to rank up by challenging someone higher than them (both must agree to do so, or voted by the 10 and Majority agreeing).
Members:
Rules: Keep the secrets of the organisation hidden.
Things will be decided after the 10 have voted on it.
Treat everyone in the Organisation with respect.
Any form of Racism/Sexism or extremely shitty attitude will be dealt with.
You cannot leave the Yūrei, Death is the only redemption.
Application: There is no application possibility.
If a Yurei thinks someone is worthy they can scout them, after that there will be a vote with the 10.
If the majority votes yes, the scouted person will be accepted.
Showing interest might increase your chance of being scouted though.

No one, if one of the 10 deems you worthy you might get scouted.
However, even after being scouted there is no certainty that you will be accepted, as the majority of the votes have to agree.
Hope that clears it up ^.^
To get scouted, the best way would probably be to show your in-game skill.
