Yes, It's definitely deliberate. Without the removal of that limitation, trying to control and how to get rid of moobs the earth dome would be a drag and the jutsu would be less dynamic as well.

Oh, ok, I get what you mean but it's not that big a deal.

I assumed it was for realism. It's not like shinobi can see from all angles at once.
And when casting an earthdome; the jutsu has to be cast on the floor. Being able to look up and down doesn't grant anything visual advantage besides allowing earthdome to be cast at greater distances. 

You are actually right that shinobi can not focus on all the angels at once. I think it depends on the setting the shinobi position as well.
