I have suggested a way for it to be but as of now and probably until the final release they will not be a usable jutsu like chidori or earth dome. At best they be be some kind of division or tracking inturuption but nothing as powerful as they were in naruto!!

If you look on the bright side, unfamiliar questions like these show we do at least have a constant influx of fresh blood.
