Interesting ideas, currency can also fluctuate with other systems in place such as:
-Gambling. Maybe we can have mini-games that we can use to gamble and win/lose money respectively.
-Crimes. Theft, murder, etc.. etc..
-Missions. Self explanatory.
-Merchants. This could be a position obtainable by people who want to live like normal villagers and sell whatever produce they have, whether it be farming or weaponry.

Normally, Kage only sits in chairs, will this be likewise?I don't think such information has been disclosed.. or even thought about yet. There have however been several assumptions and ideas of what Kage will do, similarly to Naruto, such as:
Assign missions.
Deal with treaties and village management (with the help of advisers).
Manage alliances between villages.
etc..

However I like the system you're implyin. As for ingame application, I'd want to see either a prompt that asks whether you want to choose or want it to be randomly picked. (50/50 mother father)

What if the kage won't even talk to you, or hear your request.That's why we have annual Kage examinations; to prevent idiots from obtaining the highest rank in a village. It's a neat exam where only the wisest and most likable users break-through and contest for the position.
How will a kage do this kind of action at all?
Is it this button the kage will click meaning you've been given permission?
This is to guarantee that your Kage won't be doing foolish things like the ones you listed.
As for mechanics, we're not certain how they'll work yet. More info to come later on I guess.

Example: Female Himitsu and Male Akagi have a child, then the child is either called ____ Himitsu (if Himitsu is the stronger of the two) or _____ Akagi (if Akagi is the stronger of the two).
By all means, stronger is a relative term. Determining one's strength or power can rely on more than just physical strengths or talents. If the clan has a strong diplomatic position, than that clan is by definition more powerful.
The child inherits either the mother's clan or father's clan (if they're from different ones). This can either be a fixed system where every child with parents from different clans has to pick either the mother's/father's clan, or they get to choose which to follow.

It would make sense that a child is only recognized to be in one clan even if the parents are from different ones. That's the difference between clans and organisations - you can't partake in more than one clan, whereas you can be in multiple organisations as long as their policies don't clash.
