As for your last question, ranks aren't really released yet. Later on ranking will be decided by the ELO system, which will measure your skill in-game.

Not at all, you can click the clan name to go to the clan page and apply to the clan.
I'd suggest you read the clan info thoroughly before applying, as it's a diverse clan with seperate branches, each with their own shinobi speciality, role within the village and 'rank' within the clan.
