Title: 1st hokages for each village

Now I know that their will be monthly elections to determine the hokage. But once the game first starts out will each village be hokageless. I'm pretty sure everyone is gonna be pretty week when they first start playing. Or will there be like an npc hokage until someone becomes strong enough to be one?

I would assume the admins would be kages for the first tenures.
They could make special characters for it that could be removed afterwards
