On one hand, if he applied to every high-tier organisation someone would have still complained, and you would have received even more notifications.
And on the other, he could have just mentioned this on the forum chat or ingame with several people.

You apply for an org, and you wait till you get a response.
If you get accepted then hooray.
If you get rejected you apply for another Org. (You have to wait for responses of org leaders)
Then there would be no complaints of anybody telling that he is org hopping or so.

Also @StrawHatSeyi I'm not concerned i'm rather annoyed by these bullshit threads popping up, asking other people to either choose an org for them or to recommend one.
It's not that hard to just look through the Organizations and just to apply for one of them.
Rejection is something you can't handle due to what happened in the past.
