This system makes me think of the live story development and events in the Matrix Online MMO.
Allows for on-the-fly storywriting and development.

This is kind of a neat parallel to the idea in Naruto's fandom that a significantly familiar jutsu can be shortened via repetition. It would allow players to practice and "favorite" certain jutsus. Certainly a viable advantage of training in my eyes

I kinda prefer how we've got it right now, you can rapid-fire all you want but gotta mind your strategy.
I hate cooldowns that don't make sense in games.
