On what level is the Genjutsu tree worked out?

To what degree has the Genjutsu skill tree been planned? Down to each individual jutsu or just a broad idea?

P.s. Why won't any Genjutsu deal damage?

There's no way that every jutsu has been planned.

And in my opinion, Genjutsu should only be a tactical jutsu.

It would be a bit overpowering if you could cause damage while disorientating.

That would make jutsu that only cause damage kinda useless.

Everyone knows genjutsu users have higher Experiance in chakra control the your average ninja in the naruto universe.

In the skills thread I have made I perposed that stats effect what you can learn- what you learn effect that tress you have acsess to.

This way at the acadamy you can gain acsess to the genjutsu early while developing the skill in chakra control needed for most genjutsu.

Also not all genjutsu will be tsukiomi... So low level genjutsu can have good effects but be easy to escape or have week effects and hard to escape.
