This is true however if history has shown anything it's humans can not agree on anything. And power to rule in the hands of humans  ultimately gets abused and  corruption of good intentions becomes  inevitable.  So uprisings will always happen until everyone agrees on a government that is incorruptible.

But, Katakiuchi being who they are, they won't let such things ruin what they've made, they'll immediatedly dispose of the "ringleader" or the source or whatever that's behind this, and show an example as to what that will happen if you choose to defy the law.

That's just the way I imagine Katakiuchi would rule.

If you Realy want to do somthing like this you can't rule it that way...
Your basicly saying step out of line and we will crush you....the nazi SS and a similar  Philosophy.

In order for people to feel safe and not oppressed, they have to willingly agree with the way you do things. And as started before humans can't agree on anything. Everyone has there own point of view and everyone feels like no one has the right to tell them they can't.
