No level up yes upgrade

I think forget level up system there should be study for one jutsu
for example:
2 hours study for rasengan.
and char upgrade should be more difficult cause when you see somebody like itachi you should be shocked about his power.

First of all, there will be no jutsus or characters from naruto in case you didnt know.
