No in fact I don't think it'd be better I just think it'd be more handleable and that way everyone would have missions assigned to them. But ofc if there's any way a kage could do it, I think that'd be better for the simu part.

And now that I think of it that's the Kage's most important duty. So if it were to be done by an NPC the kages would have nothing to do. Lol now I know I contradict myself but I did think about it and it's the only thing that makes the kage position special...

A kage also protects the village he doesnt only give missions so he has plenty to do he could help and whatnot there is enough

It is called an MMORPG. What other games are there that are also MMORPGs? World of Warcraft. So one can only assume that there will be missions, and that there will be NPCs whom give out missions. Although, I would /love/ to see the Kage or high ranking Shinobi/people to give missions as well, it'd really add to the diversity and variety of missions and mission difficulty.

Wouldn't it be nice to have a mission board where real players can give missions (hunt for ingredients/help them do something else) where a reward is stated?

First, silence isn't necessary 24/7. Anyone who uses a weapon doesn't use it every day of every second. Second, I don't want this to escalate any further, so I'll apologize. I'm sorry, and I'll change my personal text if you desire so much.

Back to the /topic of the thread/. Since they are trying to create an accurate naruto-world-related game, I can really see them letting both NPCs and players give out jobs/missions. Also, Vreg said in another thread that further down the road after the game is released, he will most likely add in options for players to become things like a Sensei, or retire from the shinobi life and sell ramen!
