In that version yes. In the more recent builds, there are 4:
HOI - Chidori
IOH - Fire Breath
OIHO - God Breath
OIHIO - Amaterasu.
Soon, the donator and non-donator test, version 1.0.0 will be replaced by the version 1.0.3.5 . After that, everyone will have those 4 jutsu.

When the game is actually released I'm pretty sure there will be a lot. It will be so much more fun with lots of jutsus and Vreg is probably aware of that.
