10 weapons for each village? thats what you call legendary. holding em every 6 months is a good idea, the guy that has it doesnt lose it. and others can get it too.

My suggestion would be for the Hidden Hill to have five part legendary weapons. Also, if one person gets both legendary weapons from their village, and they have the right chakra natures, they can combine them into one ultra legendary anal punisher of doom.

My way to go about this, would be to have it set as a random event of obtainment. Envirementaly wise. There is different tasks that people can do to obtain a legendary weapon but only 1 person every 6 months can obtain one. So lets say to obtain a legendary fan from the hidden leaf. you must first read up on your villages lores to find out about a hidden cave when snooping in the restricted section of the library, and you head over to that cave to find a coded door with a riddle. you unlock the riddle to be put through 3 trials and after all this is compleated you go through a test of your shinobi power by facing a Npc. and you obtain the legendary weapon that way. after that happens all existence of the cave is locked down for 6 months only for the lore to again appear in the restricted section.
