The only rules in villages will be sensible eg. Don't steal, don't kill, follow orders.

If village people are hunting down rogues all the time, then they'd have to live their lives in hiding and fear, with a lack of supplies. Whereas, village people are always protected and rarely have to live in fear.

@Konohuro you are wrong about the multi shadow clone jutsu. Naruto uses his own chakra for multi shadow clone jutsu, just check episode 1

Really man, it took you 3 pages of forum to write that answer?

Anyway I can change it: He beat Pain cause he could use the sage mode in the way he did taking advantage of his clone that was using sage mode too. Theoretically a body with normal chakra wouldn't resist a split and sage mode at the same time. "Long life nine-tails!"
