When you are part of 5 organizations, no matter what their purpose is, 3 questions rise:
1. Where does your loyalty lie?
2. Do your superiors know about it?
3. Do they agree with you being more loyal to another organization?

Going further, if we take into consideration their goals, it's logical that you can't be part of 2 antithetical organizations because Rogu sees Kata as prey and vice-versa. But the same level of incompatibility is between 2 organizations that have the same goal. If 2 organizations seek the same thing, they automatically become rivals. 2 convenience stores on the same street will be forever enemies.

As long as I kill rogues, learn powerful jutsu and improve my skills. I will be fulfilling the roles of each organization.

What happens if you find a legendary weapon, that both your organization seek? To which organization will that weapon belong?
