That's a good idea. But you shouldn't just find them. Then a Academy Student for example has luck and finds a legendary sword but can't use it.
It should better be like a dungeon where you have to finish stages. So you need skill or a good rehearsed team to have success.
And you said they should'nt be op. I would make them op but the better the Swords are the harder the dungeons have to be.
