Well, i'm sorry guys if my English wasn't so good. But what i think that every village should have their leader that can be choosed from player (member of that village), but it will need about a team that choose the candidate, and after the candidets choosed, all of the member of that village will choose it, and time to choose the  leader i think it will be enough for about 3 until 5 days, what i mean like voting :)
