I dont post much... Just wanted to add that rogues are not the only ones who can have bounties. Skillfull ninja in general are also people who have bounties on their heads (In the Naruto Universe anyway).
It would also make since in SLO though.

The bounty would only be given by rogue organisations and opposing villages though.
