"Let's do an event to eradicate all rogues in one action" is what the Kage is saying, right?, and so I respond with "No love for us rogues? x3" in which I was talking to the Kages, so yeah my reply was not exactly to you, but your impression of a Kage .

But seriously, if they want to do that, they can, we shouldn't stop Kages from killing/capturing rogues, we know the consequences and signed up for it willingly.
