Organizations Village Claims

I remember I read somewhere that outside forces could take control of Villages, I can't find it now though.

So I were wondering, if Organizations could take control of villages, better yet, Villages without any kage, like right now.

And when the organizations do take over, will they be the new kage of the village and earn political rights?

If that is gonna be in. Why can't we have an event where organizations, have battles to earn political rights for the villages without any kages atm. (Haze, Inferno and so on....)

That way, all the villages can have a 1st generation kage, and not only these 4 kages.

I think that once the game is released, organisations should have the ability to potentially plot against a village Kage and take over as village leaders, not necessarily with the title of 'Kage' as the inhabitants of said village are more than likely to rebel. They will also have political control.
